The notifying country qualified the glue as a cosmetic product. The label of the glue for fixing the plastic nails indicates the presence of dibutyl phtalate (DBP) which is toxic to reproduction. The product does not comply with the Cosmetic Products Regulation.
The product contains 10-20% 1-Ethylpyrrolidine-2-on, which is toxic to reproduction, and (R)-p-Mentha-1,8-diene, which is skin irritating, but it lacks the required labelling and warnings. The safety data sheet does not properly state the risks connected with the product, thus users are not sufficiently informed of the dangers of the product. The product does not comply with the REACH regulation and with the Regulation on the classification, labelling and packaging of substances and mixtures (CLP).
The plastic material of the toy animals contains di-(2-ethylhexyl) phthalate (DEHP) (measured value 8.95 % by weight). This phthalate may harm the health of children, causing possible damage to the reproductive system. According to the REACH Regulation, the phthalates DEHP, DBP and BBP are prohibited in all toys and childcare articles.
Due to its characteristic form, colour and size the product may be mistaken for foodstuff. The grapes can be easily detached: children may put them in the mouth and choke on them. The product does not comply with the requirements of the Directive 87/357/EEC on products which, appearing to be other than they are, endanger the health or safety of consumers.
The product contains the aromatic amine o-toluidine (measured value 48 mg/kg). Aromatic Amines can cause cancer, cell mutations and affect reproduction. The Council of Europe Resolution ResAP (2008)1 on requirements and criteria for the safety of tattoos and permanent make-up, recommends that aromatic amines with carcinogenic, mutagenic, reprotoxic or sensitising properties should neither be present in tattoos and permanent make-up products nor released from azo-colourants. The product does not comply with the national legislation.
The drawstrings in the hood can become trapped during various activities of a child, causing strangulation. The product does not comply with the relevant European standard EN 14682.
